What is zoning?

Zoning refers to the division of land into different areas (or “zones”) designated for specific uses, such as residential, commercial, industrial, or agricultural. Each zone has rules that dictate what types of activities can occur there (e.g., building types, businesses, height restrictions). Zoning laws help maintain the character of neighborhoods and ensure compatible land uses.

How can I find out the zoning for a property?

You can find the zoning and other useful information about a property by visiting Nevada County’s My Neighborhood. Type in your street address and view the “Report”.

What are my property setbacks?

Once you have discovered the zoning of the property from the steps under “How can I find out the zoning for a property?”, visit the City of Grass Valley Municipal Code.

For traditional community development zones (TC, NC, NC-Flex, NG-3, NG-2), visit section 17.21.040 through 17.21.080

For residential zones (RE, R-1, R2, R2-A, R-3), visit section 17.22.040.

For commercial and industrial zones (C-1, C-2, C-3, OP, CBP, M-1, M-2) visit section 17.24.040

How do I know if my property is located in City limits?

You can find out whether or not your property is located within Grass Valley City limits by visiting Nevada County’s My Neighborhood. Type in your street address, view the “Report”, and look under “Jurisdiction”. Typically, five digit street addresses are under the jurisdiction of Nevada County, but there are some exceptions.

I want to build an ADU – what do I need to know?

How do I submit a planning application?

All Planning Permit Applications can be found here: Planning Permits. A Universal Planning Application is required with all Planning Applications.

Once all of the appropriate documents have been compiled, you can submit them to the front counter at City Hall or email them to info@cityofgrassvalley.com. Fees will then be assessed and payment can be made either online, over the phone, via mail, or in-person.

What is the review timeframe once my planning application has been submitted? 

Processing times vary depending on the complexity of the application. Simple permits might be processed within a few weeks, while larger or more complex projects, like subdivisions or zoning changes, could take several months. We recommend checking with our office for an estimated timeline based on your specific project.
