How do I apply for a Building Permit?

The entire permitting process is completed digitally through the online Building Permit system, Accela: Accela Citizen Access

What is the review timeframe for the first submittal and subsequent reviews?

Each plan review is 2-4 weeks.

Who can apply for a building permit?

Applicants can be either the property owner or a CA licensed professional. If the applicant is neither, a letter of authorization from the property owner is required. A City of Grass Valley Business License is also required and can be added to the building permit with a one-time fee.

What type of payment do you accept?

We accept check, credit card, & cash. Payment can be made through Accela (credit card only), via mail (check only), over the phone (credit card only), or in-person (check, credit card, or cash). Checks are made out to the City of Grass Valley.

Do fees need to be paid at time of submittal?

Plan review fees must be paid before any plan checks will be occur. Solar and fire plan review fees are assessed in full and building plan review fees are assessed at 65% of the building permit fees. Full payment is required before permit final.

Is there an expedited permit review process available?

There are no expedited reviews. 

Are there third party plan reviews required?

Any third party reviews will be submitted to the third party by the City of Grass Valley, unless there are Special Inspection requirements.
