Overview

The Planning Department implements land use policies and guides development activities in the City of Grass Valley. Planning identifies the appropriate review authority and issues permits related to land use approval, zoning and development projects.

Planning Permits

Any planning permit or other approval required by Section 17.20.030 of the Development Code (Allowable Land Uses and Planning Permit Requirements) shall be obtained before the issuance of any required grading, building, or other construction permit, and before the proposed use is constructed, otherwise established or put into operation, unless the proposed use is listed in Section 17.20.040 (Exemptions from Planning Permit Requirements).

Short Term Rentals

The City established the Bed & Breakfast and Short Term Rental standards to provide guidelines for home-based short term rentals in Grass Valley. Any rental less than 30 days is considered a “Short Term Rental.”

Design Guidelines

Design Guidelines are intended to provide design professionals, property owners, developers, and citizens with a clear and common understanding of the City’s expectations regarding the aesthetics and functionality of commercial and residential development projects.

Historic District & Design Guidelines

The Historic Design Review Guidelines are intended to supplement the City of Grass Valley’s existing general plan guidelines. They are a tool for both the public and the City to make informed decisions regarding additions, alterations, infill, and other similar types of changes to historically significant residential and commercial buildings within Grass Valley’s Historic 1872 Townsite.

Commercial Cannabis Businesses

Commercial Cannabis Appeal Procedures

The Selection Committee completed their review of the 13 Commercial Cannabis Business (CCB) Screening Applications the City received.

The following Commercial Cannabis Business screening applications were the highest scored among all of the applications received and therefore are eligible to submit a CCB Permit Application :

  • Storefront Retail Dispensary – Grass Valley Provisions 
  • Delivery Only Dispensary – KannaXpress
  • Distribution - Grass Valley Brand & Sierra Flower Co.
  • Nursery - Grass Valley Brand & Xotic Nursery, Inc.

The General Plan is a comprehensive plan for growth and development in the City of Grass Valley and the surrounding unincorporated area. Together, the City and surrounding unincorporated area are termed the Planning Area.

Specific Plans

A specific plan is a document designed to implement the goals and policies of the General Plan. These plans contain detailed development standards, distribution of land uses, infrastructure requirements, and implementation measures for the development of specific areas in the City.

Strategic Plans provide a comprehensive framework that ensure priorities set by the City Council are clear to City employees, and the City is held accountable for meeting the community’s needs. Goals are laid out that respond to priorities and objectives are achieved to meet the goals.
